The answer is usually because the soil conditions underground are not optimal. Soil is supposed to be nutrient rich and porous enough to be able to hold water and air. In an urban environment we often end up with the opposite: compacted, inorganic soil. Your poor tree's roots are trying to grow through a brick wall of compaction. Even if they get through it, what is there for them? Inorganic and anaerobic soil that doesn't offer what the tree needs. Your tree is drinking from an empty cup through a tiny straw.
The treatment
